About Me

My name is Frank Magneri and I was born and raised in the Bronx, NY. I attended High School at Cardinal Spellman and graduated from the University at Albany in 2015 with a dual degree in economics and public administration. While working as a Budget Analyst for New York State, I worked toward and achieved a Master of Public Administration degree from Rockefeller College School of Public Affairs and Policy at Albany.

As an Analyst for the Local Government Division, I consulted on behalf of New York State’s Financial Restructuring Board to review the operations of distressed municipalities and make recommendations to help each municipality alleviate its fiscal stress. After experiencing these engagements, it became evident to me that I wanted to become hands on in managing an organization rather than just making recommendations without any ability to implement them.

I began my journey in accounting with the Village of Larchmont as its Deputy Village Treasurer. It was certainly a trial by fire experience as my accounting experience was limited to basic accounting courses as part of my public administration program. However, I did not see this as an excuse to underperform. Rather, I identified the resources available to me to get better and focused on the continuous improvement of my skills as an accountant. I enrolled in additional accounting courses at my local community college and took advantage of trainings offered by the New York State and National Government Finance Officers Association.

Being a small entity, the Village afforded my the opportunity to immerse myself in all major business process, such as purchasing, human resource management, revenue recognition, and financing. I oversaw accounts payable, accounts receivable, payroll, and various other operational processes. I was responsible for performing all bank reconciliations for our various funds and maintaining the completeness and accuracy of the general ledger and trial balance. Additionally, I implemented a new ERP system and cut down the Village’s audit engagement procedures from one year (due to the lack of a structured accounting ERP system, to a period of 2 months).

I moved on to the Village of Dobbs Ferry, a municipality of similar size, where I did much of the same. I had the benefit of working under a treasurer with over 20 years of governmental accounting and auditing experience. While I enjoyed this position, my desire to advance in my accounting and business management career led me to accept a position with the Town of Fairfield in Connecticut.

Since beginning at the Town of Fairfield, I have saved hundreds of thousands of dollars through modernizing budget and reporting procedures. I modernized the budget process, going from a very manual and painstaking process to a model that utilizes automation to complete tasks that once took weeks to complete. For example, I automated the export of budget data to the Town’s presentation of the budget using programs such as Adobe InDesign and advanced lookup and aggregating tools in Excel, and achieved savings in areas like workers compensation where my voluntary audit resulted in the return of $20,000 in workers compensation premium.

It was with the Town of Fairfield that I decided to solidify my commitment to accounting by pursuing a degree in accounting from Fairfield University and applying to take the CPA examination.

These series of events have led me to create this website to showcase my achievements and my continued journey towards accounting professionalism. There is still much work to do and am happy to say that the journey towards continuous improvement has not concluded, nor do I believe that it will ever stop.
